Reorganisation of States

 REORGANISATION OF STATES 



At the time of independence of India, the Territory of India was divided into two categories : British Provinces and Princely States.

But after independence, the territory of India was divided into four fold categories A, B, C and D. In A category states were included. In B category  Princely states were included. In C category chief Commissioner’s provinces of British India were added and In D Category solidarity of Andeman and Nicobar Islands.

But there has been strongly demand from various region for separation of states on the basis of languages.

Various commissions or committees were formed till reorganisation of states Act 1956.

SK DHAR COMMISSION

In June 1948, the Government of India formed a commission under the chairmanship of SK DHAR. The commission submitted its report in December 1948. The commission denied the reorganisation of states on the basis of languages. It recommended the reorganisation of states should be on the bases of Administrative convenience.

JVP COMMITTEE

Jawaharlal Nehru, Vallabh Bhai Patel and Pittabhi Sitaramayya were the members of this committee. It was formed in Dec 1948 and submitted report in April 1949. This Committee also denied the reorganisation of states on the basis of languages.

But high protest had been started in South  India. A protester, Potti Sriramulu (Amarajeevi), a Congress person was died after 56 days hunger strike for the separation of  Andhra Pradesh state from Madras on the basis of Telugu language.

In October 1953, Andhra Pradesh was created from Madras State.

FAZAL ALI COMMISSION

Other states were also demanded for creation of states on linguistic basis. For this the Government had appointed 3 members commission under the chairmanship of FAZAL ALI in 1953. Other members were HN Kunzau and KM Panikkar.

The commission submitted its report in 1955 and it accepted reorganisation of states on the basis of languages but denied the concept of one language on state.

After the recommendation of the commission the parliament had made an Amendment in the Constitution, Reorganisation Of States,  1956 by 7th constitutional Amendment in 1956.

As a result 14 states and 6 unions territories were created in 1 November 1956.

The concept of four fold categories of territory of India was abolished and followed states and UTs only.
